Dynamo led a critical and complex effort for the United Stated Department of Agriculture (USDA), Forest Service (FS), Office of the Chief Information Officer (OCIO), to obtain an Authority to Operate (ATO) in the Amazon Web Services (AWS) GovCloud for a mission critical system. The electronic Management of the National Environmental Policy Act (eMNEPA) is one of the FS e-Government (e-Gov) initiatives aimed at improving the effectiveness and efficiency of NEPA compliance activities within FS projects. eMNEPA streamlines the NEPA process and helps public officials decide on proposed actions based on a sound understanding of environmental, economic, and social effects. Staff from our Infrastructure Support and Cloud Adoption Practices provided leading technical advice on cloud best practices and aligning to the National Institute of Standards and Technology (NIST) reference architecture. To ensure ATO approval, Dynamo Engineers, Developers, Security Specialists, and Program Managers developed a technical modernization plan that was successfully deployed in October 2018. Staff developed technical documentation, solution architecture diagrams, and other required security documents throughout the ATO process. The eMNEPA ATO was one of the first systems certified for the Forest Service in the AWS GovCloud.
